ENCLAVIA activities in 2008
Working plan




Draft agenda of core activities:

1. Until June we are planning to organize 5 debates/round tables in 5 different enclaves.
2. At the end of June Initial training with 30 participants will be organized after which 8 participants will be selected and invited to participate in Advanced training.
3. In September Advanced training for 8 participants will be organized and final selection of 5 participants for Lobby group will take place – 3 participants that are not selected will be on the “bench” as reserve that will take place if any of 5 selected Lobby group members is not able to follow all the segments of Lobby visits. Also they will remain in inner circle of Enclavia Alumni network.
4. Preparation meeting will be organized one week before start of Lobby visits.
5. In October Lobby visits to Prishtina and Belgrade will be organized.
6. In November Lobby visits to Brussels and Hague.
7. December will be dedicated for gathering reports written by participants, project coordinators and outreach of these findings.

Following project activities:

1. Enclavia Alumni network will work on local initiatives within following fields:

Local interethnic dialog – fostering micro-level inter-ethnic dialogue efforts

Local lobby efforts - different campaigns for improving living conditions in enclaves

Cross-fertilization - Exchanging best practices between successful municipalities (in Serbia, Western Balkan region and EU) and Serbians enclaves

Media - school of journalism for youth living in enclaves


2. www.enclavia.net – as portal will be important outreach tool, it will gather and promote all relevant information on project activities, local initiatives and achieved results until now. It also has potential to grow into reliable source of information when it comes to current and relevant context within and around enclaves.

New initiatives in planning:

1. Enclavia Net - will gather local NGOs fro Kosovo which will develop mini-Enclavia projects, “tailed” for specific needs and context of each respective region. 4 regions are targeted: Gnjilane, Pristina, Strpce and Pec/Peja activities will be directed toward improvement of internal debate within, between and outside enclaves. Aim of this initiative is to wider public participation of citizens living in enclaves, which will be support-base for other Enclavia project activities, as well such recognition and network approach will improve capacities and visibility of local NGO sector in Kosovo. Fractal already assisted NGO Bozur from Babin Most to develop, fund-raise and implement one pilot-project according to above mention scenario in region of Pristina. Project was named: “Democratic Participation of Serbian Communities in Kosovo”.
In the framework of this initiative project team will:

Publish leaflet with all relevant information and invitation to support and join EnclaviaNet

Organize an initial network meeting with local NGOs

Give logistic support to local NGOs in developing, creating and fund raising for project


2. News Letter - will be published quarterly with aim to gather and promote relevant information on project activities, local initiatives and achieved results, as well information from the field which are relevant for Enclavia project. Fractal will design electronic version (in English, Serbian and preferably Albanian if funds allow) that will be posted at www.enclavia.net and distributed through e-mail lists and a hard copy format A4 in Serbian.

3. Print and electronic media outreach – An article will be drafted and offered to print media about Enclavia project, EnclaviaNet and outcomes of Lobby visits. Also electronic media (especially national TV broadcasters in Serbia and Kosovo) will be invited to join project team in field trips to cover some of upcoming activities within Enclavia project and EnclaviaNet. Idea of shooting documentary on whole process is also in the air for some time,such documentary could be used as valuable educational and outreach tool, in same hand it is sensitive to include camera into process, so should be carefully re-considered.
