Decentralization and delegation of authority to the lower level of authority closer to the citizens is one of the most important processes in the region on the way to the European Union. In respect to the specific socio-political, economic and security context within and around Kosovo today, it is not hard to guess why decentralization is one of most heated heart-issues of the present political and social debate, not only within Kosovo and Serbia but as well on regional and international level. Although views on forms and ways of this process do differ very much, it is clear that Decentralization and Integration processes are very much interlinked.
The main aim of Enclavia project is to give a modest, but never the less important, contribution to these processes, especially in the establishment of transparent, efficient and effective communication between Serbian communities in Kosovo internally and externally. |
