    During 2006, IKV-Pax Christi from Holland and Fractal from Belgrade successfully started and implemented the pilot phase of the Enclavia project.
During the pilot phase, the research on the subject of informing and initiative inside enclaves was done, 3 public debates were organized, as well as the training in lobbying and self advocacy. Also, the first lobby group inside Serbian community in Kosovo was formed, which visited and met with the representatives of local, national and international institutions in Pristine, Belgrade, Brussels and Den Haag. During these visits and meetings, the priorities in existential and developing needs of the community have been defined, as well as the problems Serbian community is dealing with.

    Despite very turbulent period of Kosovo status negotiation, this lobby group came upon very positive audience and companions’ reactions as well. In spite of the differences between attitudes of different participants whom lobby group met with, in more than 30 meetings, all of the agenda’s points were defined in the coordinate way. This confirmed it was possible to find the common denominator even in seemingly distant relations.

    We will continue the Enclavia project in 2007, with attention to make lobbying and self advocacy usual and normal practice, even the structural element in new, modern political culture which is developing inside Serbian community in Kosovo.

    In 2006, within the scope of Enclavia project, we discussed a lot about decentralization. One of the remarks, which marked the beginning of the project, was: It seems that integration without decentralization is not attractive to minorities, as well as the decentralization without integration is unsustainable for long terms.

    Our common conclusion, which was defined after whole-year process which included huge number of Serbian Kosovo community representatives, as well as the huge number of companions on social, political, diplomatic and economic level is: It is necessary to invest efforts, attention and sources in strategic development of political, social, cultural, infrastructural and economic capacities of that community, if we want an active role of those communities, and their functional and quality usage of obligations, rights and competencies which issue from decentralization.

    In order to give active contribution to this aim, activities during 2007 are divided into the four basic common ground:
